In multiethnic places like Canada and the United States, discrimination was rife during the World Wars simply for being of the "enemy" ethnic background (ex. German-Americans/Canadians, Japanese-Americans/Canadians, etc.). I don't know when or where exactly this photo was taken, but it must have been at some point in WWII.
